Haywood Spay/Neuter discovers there is a penalty for success
Haywood Spay/Neuter had a banner year and provided almost 2,400 low and no-cost spay and neuter surgeries in 2013.
"We've been aiming high and succeeding," said Connie Hewitt the board president. "Our dream of lowering the number of pets entering the county shelter is being realized. The newly released shelter numbers cite a total intake number of 2,672 compared to 3,183 total dog and cat intake in 2012. For cats the intake numbers were even brighter —1282 cats were admitted to the shelter in 2012 and this year’s number is 995. Compare that to 2009 when 1,811 cats were impounded. A decrease of 45 percent. We really believe that spay/neuter is making a difference especially for cats in this county.”
2013 was a good year for the county economically as well. However, that success had a negative impact on the ability of the county to receive refunds from the NC State Spay/Neuter Refund Program. Counties ranking economically lower than Haywood received a larger portion of the available funds.
"It cost over $14,000 to provide services for 483 pets between July and September and the fund, following the mandated distribution formula, was able to provide only $1,800 in reimbursement for Haywood County," said Penny Wallace, treasurer. "That has really hurt Haywood Spay/Neuter’s budget and ability to subsidize our fees. The legislature has enacted a new fairer reimbursement formula, but that didn't go into effect until Oct. 1. So we must cover more of the costs and still provide as many low-cost surgeries as possible going forward."
Effective immediately Haywood Spay/Neuter Surgery rates will be as follows:
$10 — For those pet owners on government assistance programs (food stamps, Medicaid, SSI, unemployment etc.)
For all other clients
$50 — dogs and female cats
$40 — Male Cats
All fees include rabies vaccination if needed.
“We do not restrict our services to low income owners; all are welcome," said Wallace. "The state program does require that we obtain proof of income and see a picture ID at registration.”
